No dog dragging, DA issues charge of disposing of carcass

CLAREMORE — After a three-month investigation, spending more than 100 man hours, Rogers County District Attorney Janice Steidley has filed a single misdemeanor criminal charge in the case of a black Labrador whose death was thought to have been caused by dragging.

The alleged dragging occurred on Sept. 1 and was investigated by the Rogers County Sheriff. After media attention and extensive Facebook comments, the district attorney has charged a Chelsea man with improper disposal of a carcass.

An arrest warrant has been issued for Gary Gwen Hart, 52, who faces a count of improper disposal of a carcass. His bond is set at $500.

The misdemeanor carries a fine of up to $500 and up to one year in the county jail.

“We appreciate the public’s concern and passion because we take allegations of animal cruelty very seriously,” said Steidley in a release late Monday afternoon. “We are filing the charges that are backed by the investigation. Now we ask the public to let the legal system work.”

“Disposing of a carcass in this manner is illegal, and we are filing that charge,” Steidley said.

The DA said there was nothing to indicate the dog's death was caused by dragging.

No information was released on how much funds were spent on the investigation by the DA or the Sheriff's office in the case.
