Courthouse parking lot price tag $829,733


Nine months after moving into the new Rogers County Courthouse, commissioners have accepted bids to construct a plaza parking lot.
The project has a price tag of $829,733 and will be paid through bond proceeds, as well as, the county’s general building maintenance fund.
Voters passed two bond issues —  the first in 2010 for $23.5 million and the second in 2011 for $3.25 million — to fund the construction project.
The Rogers County Industrial Development Authority financed the multi-million dollar bonds, though the trust has had limited involvement with the project since that time.
The project includes the construction of the new courthouse, E911 Center, Emergency Management Operations Center and now the plaza.
Steve Rumsey, Flintco senior project manager, said Monday the projects have been running under budget and ahead of schedule.
After one more payment on the E911 Center, Flintco Construction will schedule a $240,000 deduct change order, returning the remaining funds from their multi-million dollar contract to county officials, according to Rumsey.
“Per your request, we bid out all the items on the plaza,” Rumsey said.
Flintco published the bids in early December at the request of the commissioners.
The construction company earned $63,000 to oversee the bids and project planning for the plaza.
Rumsey recommended commissioners approve the bids for several items, including electrical, concrete, signage and flagpoles for the plaza. Flintco worked with the commissioners on the other items, deciding to complete the dirt work, asphalt and pavement markings in-house saving approximately $300,000 off the original $1.2 million price tag.
Commissioner Mike Helm has volunteered the use of an asphalt laydown machine, according to Rumsey. 
Projected plaza completion is approximately three months, weather permitting.
