Flanagan to succeed Perry as Mayor

CLAREMORE —

The passing of Mayor Mickey Perry has changed the current city government structure and the city council will meet Monday, taking action to fill the vacancy.
“I am proud to have worked with Mickey as both Police Chief and Mayor and I know that I am not alone in owing him a debt of gratitude that can never be repaid,” City Attorney Matt Ballard said. “I am also confident that the succession in the office of the Mayor will be a tribute to his service.”
Councilor Bill Flanagan will succeeded Perry; however, his appointment will leave a vacancy in Ward IV.
“Upon the death of the Mayor, the Deputy Mayor assumes the Mayoral position.  This occurs by operation of law, pursuant to the City Charter,” Ballard said. “The Deputy Mayor serves out the remainder of the unexpired mayoral term.  At the time of Mayor Perry’s passing, Flanagan was Deputy Mayor.  He will therefore serve as Mayor until the regular election in April 2015.”
As Flanagan assumes the Mayor position, the change will leave the city without a deputy mayor, according to Ballard.
The council will vote, selecting a member of the body to fill this role.
They will also discuss an appointment for the Ward IV vacancy.
The city council has 30 days to fill the vacancy, setting a deadline of Jan. 15 to appoint a successor.
The appointee would serve until the regular election in April 2015 (unless another election was called in the interim), Ballard said.
If the council does not appoint someone to fill the vacant seat, a special election will be called.
This election, if necessary, would occur on April 1, 2014.
Candidates for the Ward IV position must live inside the boundaries of the ward.
Ward IV is located in the area of Westside Elementary School running along Highway 66 West. It extends to King Road near Catalayah Elementary.
