E911 Center members get cost estimate
The Rogers County Trust Authority met Wednesday to discuss finalizing the trust and the monthly costs associated with operation of the new E911 Center.
Director Janet Hamilton presented financial data, including approximately $64,000 in monthly expenses. The average monthly revenue is $34,000.
“Our expenses exceed our revenue by $30,000 a month,” Hamilton said.
“The $30,000 expense will be divided among the participating entities.”
The percentage of the cost will be based on call volume with the Rogers County Sheriff’s Office currently using 95 percent of dispatch service, according to Hamilton.
As a result, the sheriff will be responsible for approximately $28,500 a month and the other entities would split the remaining $1,500 a month based on their usage, according to Hamilton’s estimate.
The monthly expenses include $13,116 for AT&T, $2,505 for Cox, $5,333 for Motorola, $43,673 for salaries and $416 for SOMS service.
Utility costs have not been estimated at this time.
Rogers County Commissioners approved the Motorola radio purchase Monday for a total of approximately $400,000 that will be divided into monthly lease payments for seven years.
The monthly expenses will vary depending on the total expenses when the center is complete and operational.
“The Sheriff’s Office will be the largest user of the system,” Rogers County Commissioner Kirt Thacker said. “Ultimately, it will be the responsibility of the county to pay that expense.”
As expenses increase, then the responsibility of the members will increase based on a percentage of use.
Now that the board members have an estimate of cost, they are moving forward to finalize the trust.
Each entity that wishes to participate will be required to submit the trust agreement to the Rogers County Clerk’s Office prior to the close of business on July 12.
Currently, the towns of Oologah, Talala and Chelsea have committed to joining the center.
“This has been our hold up on putting this trust together,” Rogers County Commissioner Dan DeLozier said.
Several of the rural fire departments have also committed verbally; however, are not required to accept a beneficial interest in the center.
By accepting the beneficial interest in the trust, the municipalities are permitted to have a seat on the board.
Fire departments are not required to accept interest. However, they will also have members on the board.
The trust will meet on July 11 to finalize the documents to be submitted for final approval the following Monday by the commissioners.
Thacker and DeLozier were both present for parts of the meeting and did not participate at the same time.
Both commissioners expressed a desire to help the board finalize the trust and move the center forward to completion.
