PROCLAMATION AND NOTICE OF ELECTION

Under and by virtue of Section 26, Article X of the Oklahoma Constitution and Title 70, Article XV, Oklahoma Statutes 2011, and other laws supplementary and amendatory thereto and a Resolution of the Board of Education of Independent School District Number 8 of Rogers County, Oklahoma, adopted on the 11th day of November, 2013, an election is hereby called to be held in said School District on the 14th day of January, 2014, for the purpose of submitting to the registered, qualified electors thereof the following propositions:

PROPOSITION NO.1

Shall Independent School District Number 8 of Rogers County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Seven Million Seven Hundred Thirty Five Thousand Dollars ($7,735,000) to be issued in series to provide funds for the purpose of constructing, equipping, repairing and remodeling school buildings, acquiring school furniture, fixtures and equipment and acquiring and improving school sites, and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest not to exceed the rate of ten (10%) percentum per annum, payable semi-annually and to become due serially within five (5) years from their date?

PROPOSITION NO.2

Shall Independent School District Number 8 of Rogers County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Two Hundred Thousand Dollars ($200,000) to provide funds for the purpose of purchasing transportation equipment, and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest not to exceed the rate of ten (10%) percentum per annum, payable semi-annually and to become due serially within five (5) years from their date?

The ballots used at said election shall set out the propositions as above set forth and shall also contain, with respect to each proposition, the following words:

The polls shall be opened at seven o’clock A.M. and remain open continuously until and be closed at seven o’clock P.M.

The number and location of the polling places and the names of the persons who shall conduct said election shall be designated by the County Election Board(s). Such officers shall also act as counters.

The specific projects for which at least eighty-five percent (85%) of the proceeds of the aforesaid Bonds shall be expended and the dollar amounts for each project shall be as follows:

SERIES I

to construct and equip a new Music Building at the High School $1,025,000.00

to construct storm shelters at the Elementary campus and the Secondary campus $825,000.00

to construct and equip a new athletic indoor facility to include but not be limited to; baseball and softball dressing rooms $775,000.00

to purchase and install turf at the football and baseball fields $1,450,000.00

to purchase textbooks district-wide $225,000.00

to purchase technology district-wide $150,000.00

to replace/repair HVAC and roofs and remodel, repair and equip existing facilities district-wide $225,000.00

SUB TOTAL                      $4,675,000.00

SERIES II

to purchase textbooks district-wide $250,000.00

to purchase technology district-wide $200,000.00

to replace/repair HVAC and roofs and remodel, repair and equip existing facilities district-wide $250,000.00

to purchase and install security entrances and cameras district-wide $145,000.00

SUB TOTAL                    $845,000.00

SERIES III

to construct and equip a new classroom addition $1,265,000.00

to purchase textbooks district-wide $250,000.00

to purchase technology district-wide $215,000.00

to replace/repair HVAC and roofs and remodel, repair and equip existing facilities district-wide $235,000.00

to remodel/repurpose existing band room into classrooms $100,000.00

to purchase and install security entrances and cameras district-wide $150,000.00

SUB TOTAL                   $2,215,000.00

to purchase student transportation vehicles                  $200,000.00
