E911 Center requests long-term funding

CATOOSA — E911 Director Janet Hamilton is requesting continued financial support for the employees of the new E911 Center.

Hamilton asked the Rogers County Board of Commissioners to approve continued funding for 10 employees in the upcoming 2013-14 fiscal year.
The issue is preventing the E911 Trust Authority from being officially formed, according to Hamilton.
“We need to get this issue resolved for the trust,” Hamilton said.
The request was delayed upon the advice of Assistant District Attorney David Iski. The board cannot commit funds for a different fiscal year, according to Iski.
The board, however, can sign a contract with the E911 Trust Authority, he added.
“I can prepare a draft for you in three weeks,” Iski said.
Commissioner Mike Helm questioned the funding sources that have historically been used for E911 dispatching. Four of the positions were previously paid for from the Rogers County Sheriff’s fee funds, according to Undersheriff John Sappington.
The commissioners are currently paying the salaries from the general fund.
“This would be our donation to the trust,” Helm asked.
Hamilton is seeking a commitment from the board so she can calculate and provide a monthly fee to area agencies seeking to join the center. 
“So it will take this to get this thing rolling,” Commissioner Kirt Thacker said.
“We are in the middle of the budget year and we are being asked to commit funds we don’t have,” Helm said.
Hamilton said the salaries and equipment are related and to get the equipment ordered the budget needs to be determined.
“We have some equipment that we need to purchase. One vendor has a six to nine month timeline. We need to act now,” Hamilton said
According to Flintco Construction, it will take seven months to build the center.
“I would hate to see it complete and no equipment inside,” Thacker said.
“The vendor will be building our equipment, shipping and installing it,” Hamilton said. 
“It all takes time. These items are not available off the shelf.”
“Our obligation is to build the building and equip it,” Helm said
Helm suggested that the equipment could be leased instead of buying it out right. Hamilton did not believe that would be a possibility but agreed to check into it.
