Officers spoke to the driver, who said he was borrowing the vehicle but didn't know it was stolen, as well as a passenger.

He was arrested on charges of possession of a stolen vehicle, bringing contraband into jail, and possession of a controlled dangerous substance. The passenger was also arrested for possession of a stolen vehicle.
At 5:23 officers responded to a call that ended in a felony arrest for child neglect.
The call sent officers to Walmart in reference to a larceny in progress. Officers spoke to a man who was carrying a Walmart bag of lobster, walking back to parked car with three children inside.
"The vehicle was not running and the temperature at the time was 37 degrees with wind at 5.7 mph…Temperature felt like 29 degrees," officers report. "All three children were left inside the vehicle without supervision and without a heat source."
